The climax and greatly debut of the artistic serigraph within the Cuban Visual Culture is related to the founding of ''René Portocarrero'' Serigraphs Experimental Atelier on October 20, 1983 auspiced by Fondo Cubano de Bienes Culturales (FCBC).

In the creation of the atelier is worthy to mention the highlight participation of the Spanish serigrapher Antonio Sánchez, who travelled to Cuba to offer tecnical advising about equipment installation and training of the young Cuban artists, proposal of Dtor Marta Arjona, figure of renown experience in the direction of Plastic Arts development and patrimony director from that moment on.

Dtor Nicia Aguero, who was Director of Fondo Cubano de Bienes Culturales around those years, played an important role in the consolidation and further prestigy obtained by the Atelier, having the presence of such remarkable plastic artists as Aldo Menéndez, Francisco Bernal and Rubén Rodríguez with the support of the Culture Ministry of the Cuban Republic.

''René Portocarrero'' Serigraph Atelier gathered in the first Serigraphers International Meetings guests and Plastic Arts personalities internationally renowned like the Argentine Julio Le Parc, the Spanish printer Antonio Sánchez, the also printer from Cuba Wilfredo Arcay (Director of Parisien Atelier of Serigraphs that is titled with his name), Pedro Alcántara, plastic artist and Serigraph Atelier Director of the prographic corporation of Cali (Colombia), the North American painter and engraver Rauschemberg and the Ecuatorian Oswaldo Guayasamín.

Wilfredo Arcay, one of the most important serigraphers of the world joining artists and printers of the Atelier.

Notable figures of the National Painting such as René Portocarrero gave great credit to the Atelier. Portocarrero encouraged like noboby the young artists that, over those years were creators of works made for serigraphs and those able to be in charge of the technical roles.
